There are no laws controling how the welfare checks are spent, it is up to the family. From what I understand this money is to be used for support of the minor child. Much like child support from a divorced parent, it is used to pay bills, buy clothes for them, pay for a car...if they are driven to events or school in it, anything that the child uses. Of course, if it pays for mom's alcohol or crack habit that don't work.
