Without a parents seal of approval (if it is allowed) no matter where you go you have to be 18 or older. A shop that will tattoo under 18 without a parents permission if it is allowed should not be in business. In Canada it is 18+.
In the United States it is 21+. (It may be 18+ in some states although.)
